Regulations Concerning the Use and Management of Funds and Commodities
1. Financial support of the SCCMC comes from:
a. The Shanghai Charity Foundation
b. The government purchase of relevant services
c. Donations from the public
d. Other legal income
2. All funds should be used to develop charitable causes and meet with the goals of the statutes of the SCCMC. The assets and property of the SCCMC cannot be distributed privately. Property can be liquidated if the organization is dissolved.
3. The SCCMC will establish a strict budgetary and financial management mechanism to ensure that its accounting documents are legal, real, accurate and complete.
4. The SCCMC is equipped with qualified accountants who are not allowed to dispense funds. Once an accountant changes position, he is required to hand over his work to his replacement.
5. Asset management of the SCCMC should meet the requirements of the National Financial Management System as well as supervised by both the relevant government accounting and tax departments and its own internal system. It accepts an annual audit of the organization’s auditing agencies.
6. No enterprises or individuals are allowed to appropriate or use the assets of the SCCMC for personal gain.
